HOME RULE PROPOSALS:

Do you think your town, village or city is capable of operating an alcohol pumping station?

Is the town willing to use alcohol and operate their own alcohol-based station?

Is the town willing to make the commitment?

How many gasoline stations are closed and sitting vacant in your town?

(1) We are looking to bring alcohol based fuel system into play as an economically viable enterprise without subsidy in your town or village; and

 (2) We are looking to bring a North Dakota style banking system (http://www.banknd.nd.gov/about_BND/index.html ) to your community associated with alcohol as a commodities based system.


The Association For Sovereign Home Rule Within  advocates that every home rule town village and city initiate a local alternative fuel program and community banking program in order to survive the effects of  egregious practices of Monocentric top-down cramming of unfunded mandates and unreasonably oppressive duties and obligations upon local government and private property, imposed by Congress, the State Legislature and County governance.

That the State Legislature by preventing constitutional redistricting since no later than 1962 has undermined the ability of local home rule entities to protect and generate effective local capital formation initiatives based upon a fuel commodity independent from the predatory Oil cartel practice that extracts capital and local wealth to locations beyond the benefit of local governance and private property ownership.


We advocate that every local home rule entity create a separate ability to compete and finance a local  fuel initiative without subsidy per se  in the face of outrageously rising gasoline prices projected to rise to between $4 through $6 over the next period, and that will destroy the ability of the inhabitants within each home rule entity (especially those on fixed income) to survive the economic effects.

 In the Matter of Energy and Banking- all upstate citizens resident within towns and villages particularly do not have mass transit, are generally on a fixed income, depend upon the auto for travel and are very vulnerable to the fluctuation and manipulation of gasoline prices by the multi-nationals; and thereby upstate individuals suffer loss of real property as a result of the tax levy to pay for unfunded mandates, outrageous pensions and Federal / State partnership that as a dictatorship of monocentric top-down rule are depopulating areas of the state without just cause or respect for the rule of the NYSC and sovereign home rule per se. 

Now to correct the above described mess, with the proviso that you know We are absolutely against any form of subsidy by the taxpayer. We advocate both implementation of an alcohol based auto fuel alternative, as have the multinationals in a controlled way that have taken 100% gasoline with an octane starting at say 86 with other additives up to say 93 octane and now have increased the alcohol fuel additive from 5% to 15% with 105 octane that may be added for a 50 / 50 ratio without any engine / computer modification per se. 

This year gasoline will rise to say $6 per gallon (with 15% alcohol) based upon "QE2" increase in currency by 25% and seasonal adjustment with Alcohol still at its peak that was $1.75 at the pump would be say $2.50 at the pump with the 50-50 mix for say $4 per blended gallon; or say $2.50 per gallon 100% alcohol with local modification by a Town / Non-Profit  (NP) employee / mechanic by retrofitting a kit (now available) and tuning the computer.

It is very simple to consider that the 100% station modification will make customer lines around the block; and the Town’s NP will prosper based upon internal commodity and economic profits magnification through economic internal recirculation. Further, with the income and surplus saved in a local Credit Union (based upon the North Dakota model) for that purpose to develop in stage one of three stages the capability to produce a farm fuel alternative to gasoline within the town borders and locally with loans made available by the credit union accordingly. The supervisor/mayor has incentive for local political benefit to strengthen Sovereign Home Rule within and bottom-up polycentrism.
 
·        Stage One truck in the Alcohol to a blending station under local government / NP control;

·        Stage Two produce farm fuel locally;

·        Stage Three develop a value added product base such as with say rayon or other alcohol-based products.

In return, we request:

·        competitive bidding on the supply;

·        a recommendation of the Association goals based upon the business models success; and oh yes,

·         That the Supervisor / Mayor and or his proxy consider becoming a member among of the Association in an association best described by the Latin term - Primum Vivere.
